The project: „HELP” – Help Elderly Lonely People contributes to the realization of Art. 25 of the Universal Declaration of Human Rights stating that everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.

Implementation period: July 2015 – July 2018

Project purpose:

  1. To improve access to primary health care and social services for 450 vulnerable lonely elderly persons in Chisinau, Starcea and Stauceni.
  2. To convey key messages and requests related to health care services to decision makers and public, in order to influence legislation and administration for more and better services for elderly.
  3. Beneficiaries: Caritas Moldova provides medical and social assistance and home care for people with incurable diseases, chronic physical disabilities, lonely and vulnerable, or additional assistance serving as support for relatives.

Project activities: 

  1. Health and social home care for terminally ill people, after stroke, heart attack, diabetic complications, childhood diseases, etc.
  2. Helping beneficiaries to obtain a rapid recovery with medication, hygiene materials (diapers), food.
  3. Promoting social services to ministries concerned, establishing the methodology for setting prices for social services at Ministry of Labor, Social Protection and Family.
  4. Promotion of medical services and lobbying the prices for these services to Ministry of Health and National house for health Insurance.
  5. Organizing practical training courses for volunteers, social workers, personal assistants from the local Social Insurance Department, according to the curricular schedule.

Results:

  1. Caritas Moldova carried out 7920 medical home visits and 2687 social visits to elderly in Chisinau (sectors: Botanica, Rascani, Ciocana, Center), Stauceni (Goeni, Ciorascu) and Starcea.
  2.  The following medical services have been provided to 58 beneficiaries in the city of Chisinau, 67 beneficiaries in Stauceni and 65 beneficiaries in Starcea t: pulse measurement, wound bandages, prevention and treatment of bedsores, measuring blood sugar level, therapeutic exercises, intramuscular injections, distribution of medicines, measurement of blood pressure, temperature, prevention of respiratory complications, kinesthetic, gymnastics, palliative care.
  3. The following social visits have been provided to elderly during: 715 visits in the city of Chisinau, 772 visits in Stauceni and 1200 visits in Starcea: partial or complete bath, change of bed linen and underwear, personal hygiene, laundry, support in housekeeping, support in cooking, accompanying to pharmacy/doctor, support documents issuing process (pension, grade of disability), food and hygiene packages.
  4. The social-medical Centre’s of Caritas Moldova received 92 beneficiaries in Stauceni and 111 beneficiaries in Starcea and offered the following services: measurement of blood sugar level, blood pressure, temperature, injections, bandaging, phone consultancy, laundry, bathing and showering, personal hygiene.
  5. Organizing self-help groups, encouraging community members to help the elderly.
  6. Vulnerable beneficiaries received every month a food package containing canned meat, fish and vegetables, oil, sugar, noodles and tea. Every second month they received hygiene packages containing washing powder, soap, detergent for dishes, shampoo and toilet paper.
  7. Agreements of Cooperation were signed between Caritas Moldova and Stauceni Mayoralty Polyclinic of Stauceni, Department for social assistance Glodeni, Polyclinic of Glodeni, General Directorate of Social Assistance of the Municipal Council in Chisinau and Polyclinic Chisinau and Botanica.
